How does New Zealand's fishing quota system work?

Common question · Fisheries & Quota Law · New Zealand · 23 October 2026

General information from Lawmateanz

New Zealand manages commercial fishing through the Quota Management System under the Fisheries Act 1996. Quota gives owners a share of the total allowable commercial catch for a fish stock.

Each year, quota generates Annual Catch Entitlement (ACE), which allows fishers to catch a set amount. ACE can be traded.

Overseas persons need consent to own fishing quota.

Fisheries New Zealand's website explains the system, and a fisheries lawyer can advise.
